Four differences that decide the choice
1. Governance versus knobs
Smartlead offers more settings; TOM offers more enforcement. In TOM the deliverability rules are structural: a campaign declares the minimum verification quality it accepts, unverified contacts cannot silently enter a launch, a list still under validation blocks the send, idle mailboxes automatically cool down, and every mailbox's daily volume is spread with a stable jitter rather than fired in one burst.
